Hoi Ying is a Research Assistant in the Evaluation Team, specialising in evaluating health and care programmes to support evidence‑informed decision making and improving population health and social outcomes. She has contributed to work exploring interventions for people with long‑term conditions, the experiences of patients, carers and healthcare professionals, and approaches to reducing health inequalities.

Hoi Ying has an academic background in Psychology, completing a Bachelor’s and Master of Research in Psychology with a focus on quality of life and people living with visual impairment. Before joining the Strategy Unit, she was a social researcher in the Civil Service, supporting evaluation projects aimed at informing policy and improving public services.
At the Strategy Unit, Hoi Ying has further developed her expertise in qualitative research and in presenting findings in engaging ways. Recent projects include:
- Evaluating a leadership programme aiming to improve palliative and end of life care within systems across the UK
- Supporting the development of logic models for frailty approaches across seven sites
- Evaluation of service transformation in London.
