Simon Bourne
  • Simon’s work focuses on improving strategic decision-making in health and care systems. He specialises in helping leaders develop strategies for navigating complexity. Simon provides advice and coaching in generating and articulating ideas, in influencing amidst uncertainty, and in increasing the capabilities of individuals and teams. He is also a skilled, enthusiastic and clear communicator.

  • Simon’s experience spans clinical medicine, academia, NHS commissioning and management consultancy. He is the Programme Director for the New Hospital Programme (NHP) which is the  UK government's flagship NHS infrastructure initiative.

    Simon leads initiatives to bring data-driven insights and strategic decision-making into NHS planning,  through analytical rigour and forecasting. He also oversees the development of reproducible analytical pipelines, open-source tools, and shared platforms that underpin critical projects.

    His role includes direct contribution to NHS policy and infrastructure planning—helping ensure that future hospital builds are guided by evidence-based forecasting, workforce strategies, and health demand modelling.

    Previously he was the programme director for the Midlands Decision Support Network – which provides regional support to improve decision-making in Integrated Care Systems. This includes an extensive education and development programme, running professional networks and facilitating knowledge exchange.  

    Simon has also led projects on:

    • advancing innovation and high-quality evaluation.
    • developing and delivering the Strategy Unit’s coaching offer.
    • supporting leaders to incorporate analysis into decision-making.
