Nigel Edwards (Chief Executive, The Nuffield Trust) opened INSIGHT 2022 with a session focusing on the Decision Support Network model that began in the Midlands and has recently been adopted by the South West region. He reflected with the panel on the challenges that ICSs face in becoming ‘learning systems’, lead an exploration of the Decision Support Network model and considered the actions that those developing intelligence functions and considering adopting the Decision Support Network model could take to ensure they learn from history and maximise their potential.
Nigel Edwards joined the Nuffield Trust as Chief Executive in April 2014. His career has been spent in health service management and health policy, focusing particularly on innovation and change in the delivery of health services in the UK and internationally. Nigel’s work and interests are wide ranging, from the development and implementation of new models of service delivery at the front line to wider health care policy in the UK and internationally.

Sue Ibbotson is OHID Regional Director and NHS Director of Public Health for the Midlands region. Having initially trained as a GP before undertaking public health specialist training, Sue has a diverse public health experience in a number of senior roles.
Pete Jackson is Improvement Director for the West Midlands branch of the Association of Directors of Adult Social Services. His specialities include sector-led improvement, adult social care, community development, social media, sector engagement and diversity.
Ali Loftus-Hills is the Lead for the South West Decision Support Network and Head of Improvement Delivery for NHS England (South West region). She has worked for the NHS for 21 years in evidence-based healthcare, utilisation of research in practice, quality improvement, transformation, valued based health care and integrated models of care. Ali has a particular interest in use of intelligence and insights to inform decision making, focusing on key issues such as addressing health inequalities, improving population health and pathways of care.
Simon Bourne is the Programme Director for the Midlands Decision Support Network and Principal Consultant for the Strategy Unit. His experience spans clinical medicine, academia, NHS commissioning and management consultancy. His work focuses on improving strategic decision-making in health and care systems.
