Paul specialises in leading the design and delivery of mixed-method rapid-cycle evaluation for health and care interventions and system change programmes. He has published on evaluation method and practice, theory of change approaches and work with marginalised groups. He was lead author of our free guide to effective evaluation.
Paul leads our team of mixed-method evaluation specialists, collaborating with clients across the NHS and its partners to provide evidence for improved outcomes.

Paul has 28 years’ experience of applied research and evaluation working in academic and consultancy settings, working for NHS clients and others across UK government, the European Commission and the voluntary sector.
At the Strategy Unit he has led a wide range of evaluations and evaluation support for NHS England, the Department of Health and Social Care, ICBs, trusts and patient charities including:

- National Evaluation of 2-hour Urgent Community Response
- National Qualitative Evaluation of Patient and Carer Experience of Virtual Wards
- Realist evaluation of the Worry & Concern (Martha’s Rule) pilots

- Evaluations of staff wellbeing programmes for Birmingham and Solihull and Northamptonshire ICBs
